The Department of Homeland Security is causing widespread confusion in its efforts to expand the Visa Waiver Program, according to a new report from the Government Accountability Office. The report called for a "more transparent process" after the GAO discovered that DHS is negotiating with some countries seeking VWP status, while refusing to negotiate with others. In addition, the report noted that DHS has yet to certify the technology for its Electronic System for Travel Authorization, slated to take effect in January. On the controversial issue of collecting biometric data from foreign travelers, the GAO noted that a July start date appears unlikely due to "several unresolved issues."
