Small-business owners are coping with credit that is tighter than ever, using credit cards and personal savings to back up their business plans, and hoarding cash in fear that tougher times are yet to come. "The speed of decline is really picking up," says Tony Wilkinson, president of the National Association of Government Guaranteed Lenders. "I've been at this since 1980, and I've never seen it this bad."
