With airlines accounting for 3% of carbon dioxide emissions worldwide, the European Union wants other nations to cut airlines' greenhouse gas discharges along the lines of its planned Emission Trading Scheme, which is slated to become effective in 2012. As proposed earlier this year, the law would apply to all flights to and from EU airports. EU ministers now say they are willing to adjust the rules should there be a future global accord on the matter.
