To speed the deployment of scarce air traffic controllers, the FAA plans to begin training controllers in some cities for either airport towers or radar centers -- not both. Critics, including the Air Traffic Controllers Association, say the change will reduce salaries and limit flexibility during emergencies. But the FAA notes that controllers in 20 of the nation's busiest airports already specialize in one setting or the other, with no negative impact on airline safety.
