According to a report by the Special Inspector General for Iraq Reconstruction, the wastewater-treatment plant in Falluja, Iraq, is over budget and three years behind schedule. The project, directed by the U.S. Army Corps of Engineers, has mushroomed to $100 million and still faces significant infrastructure problems. For example, there is no reliable source of electricity to power the plant.
