Officials in Woburn, Mass., want to build the city's fifth new school since 2001, but the proposed Goodyear Elementary replacement still faces some hurdles. The desired school site is contaminated with oil, lead and other hazardous materials, which would need to be cleaned up before the project could start. And even then, the project would depend on the state budget staying strong long enough to support the estimated $15 million to $19 million cost.
