Changes to NCLB that will allow data to be compared among states and will focus more on subgroup success beginning in 2012-13 are intended to improve graduation rates among the nation's high-school population -- a figure that some say is too low. States now using a variety of methods to measure dropouts and graduates will conform to the same system, and schools will be required to show progress in the number of minority students and students with disabilities graduating from high school, according to the changes announced by the U.S. Department of Education.
