Under a proposed new EU law, online merchants would be required to provide product information prior to a transaction, promise delivery within 30 days and offer a mandatory 14-day "cooling off" period during which merchandise could be returned. The regulations, which were set to be introduced today, also would guarantee consumers receive a full refund within seven days if their items are not delivered, and would prohibit e-tailers from substituting different products from those posted on their sites.
