The Securities and Exchange Commission set an all-time record for bringing market-manipulation cases during fiscal 2008, which ended Sept. 30. The 671 cases for all types of enforcement made up the second-highest level on record. The enforcement division has been criticized in recent weeks by lawmakers and its internal watchdog. Sen. Chuck Grassley, R-Iowa, wrote to the SEC's chairman about what he called inappropriate contact between the enforcement director and JPMorgan Chase's general counsel.
