Four months after French President Nicolas Sarkozy announced his proposal for a Union of the Mediterranean, diplomats struggle with where to put the headquarters, who gets the best jobs and who should go to meetings. EU foreign ministers, their Mediterranean neighbors, Jordan and Mauritania are meeting Monday in Marseilles, France, to see whether they can work through the obstacles. The meeting will be a crucial test for the credibility of plans for Europe to cooperate with southern neighbors on issues including immigration, energy, the environment and transportation.
