President-elect Barack Obama has indicated that he will make climate change a top priority for his administration. Efforts to improve water-treatment infrastructure and regulate emerging contaminants will expand under the new administration, observers say. "Water is at the heart of the climate-change debate," noted Benjamin Grumbles, EPA outgoing water administrator. "It is a core part of both the cause and the effects of climate change."
