The cost of building a water filtration plant for New York City has more than doubled in the past five years. Design changes, higher construction costs and few competitive bids pushed the plant's price from $1.3 billion in 2003 to $3.1 billion today. The plant is now scheduled for completion in 2012 and will filter up to 300 million gallons of the city's water each day.
