U.S. President-elect Barack Obama's transition team is weighing the benefits of "green-collar" emerging-technology projects versus investment in "shovel-ready" highway and bridge construction, as it puts finishing touches on an economic-stimulus plan. Members of Congress who oppose the environmentally conscious projects said other lawmakers are trying use the financial crisis to promote expensive projects that will do little to stimulate the economy quickly.
