Four months after the Federal Aviation Administration gave Southwest Airlines a deadline to pay a penalty in excess of $10 million, the airline is still negotiating with the regulator. Southwest, which says such a large penalty was not deserved, is trying to lower the proposed penalty. The FAA alleges that Southwest was using planes that had missed required inspections for damaged fuselages.
