Landscapers in St. Louis rely on guest workers from Mexico to bag leaves for $9 an hour, but a dearth of temporary work visas this year could cause many landscapers to cut back. The number of these temporary visas is capped at 66,000 per year by Congress. "It makes it very difficult for us companies that are trying to do it legally, the right way, when so many people just go out and hire illegals," said Leanna Buckel, owner of Ideal Landscape.
