William B. Gould, a professor at Stanford Law School and former chairman of the National Labor Relations Board, says the Employee Free Choice Act could put life into the labor movement "in a way that has not been re-energized since the 1930s." But Laurie Ehlbeck, NFIB/New Jersey, says many small businesses in her state could not survive the higher wages, benefits and workplace rules demanded in union contracts.
