Hawaiian officials are proposing five bills intended to reduce crashes on state highways. The proposals include measures to ban cell phone and text messaging use by teen drivers, stepping up enforcement and penalties for reckless driving, cracking down on DUI offenses among commercial drivers, requiring helmet usage for moped and motorscooter riders, and using photo surveillance to stop red-light violators.
