Advocates for Highway and Auto Safety, a coalition of consumer, health and safety groups and insurance companies, has given its "Green" ranking to Maryland and Washington, D.C., for their adoption of 15 "optimal" laws covering such issues as blood alcohol levels and the licensing of teen drivers. To date, 15 states have the highest compliance with the standards. "Red" states have the fewest, and "yellow" ones like Virginia fall somewhere in the middle.
