More than 100 bridges in Lowell, Mass., are overdue for maintenance and repairs, according to city officials. The city, on the banks of the Merrimack River, features 114 bridges, many of them spanning the river. "What is problematic is that this is a very old city, and over the past several decades, there has been no re-investment in infrastructure, which magnifies the issue," said T.J. McCarthy, assistant city manager.
