Airline passengers filed more than 9,200 complaints with the Transportation Department through Oct. 31 of last year, according to a tally by USA TODAY. With complaints increasing -- 2008 is on track to have the second-highest number of consumer complaints since 2001 -- the DOT is considering new rules that would require airlines to acknowledge all complaints with 30 days and offer a substantive response within 60 days to unhappy passengers.
