Carol Browner, special adviser to the president on climate change and energy, said she is working with the Environmental Protection Agency on a rule to regulate carbon dioxide emissions. New regulations on greenhouse-gas emissions under the Clean Air Act could affect coal-fired power plants and vehicles, among other industries. The U.S. Chamber of Commerce and the National Association of Manufacturers have both protested the move by the EPA, saying it will cripple U.S industry.
