Honolulu opened bidding this week its 20-mile rail-transit project, the largest public works project in Hawaii's history. The first contract is expected to be for about $600 million and will include design and construction of the 6.5-mile first leg. The state will take six months to evaluate bids and choose contractors for the elevated railway, scheduled to open in phases from 2013 to 2018.
