Two government watchdogs have given members of Congress warnings that tens of billions of dollars of taxpayer money could be lost because of fraud under the government's bailout program for the financial system. Neil Barofsky, inspector general for the $700 billion Troubled Asset Relief Program, and Gene Dodaro, acting comptroller general, both said the safeguards needed to fully protect taxpayers haven't been put in place.
