State officials must decide which road and bridge projects should receive funding from the federal economic stimulus package. The stimulus plan requires half of the $27 billion in infrastructure funds to support projects "ready to go" in 120 days. Meanwhile, states also face pressure from communities that want a piece of the package. "There will be huge internal battles in states about priorities," predicts Phineas Baxandall of the Public Interest Research Group.
