Tampa Bay Water is considering strict water regulations because of a three-year drought that has drained local reservoir levels in Florida. The C.W. "Bill" Young Regional Reservoir contains only 1 billion gallons but is designed to hold 15 billion gallons. The proposed restrictions include a ban on noncommercial car washing, limiting watering hours for lawn sprinklers and limiting hand-watering of plants.
