According to the U.N., water shortages plague more than one-third of the world's population. The American Society of Civil Engineers gave U.S. drinking water a grade of "D-minus" on its 2009 Report Card, and other countries also face deteriorating infrastructure. "A growing number of people are sharing a fixed amount of water, and that water is badly managed and increasingly polluted," said Frank Fijsberman, former director general of the International Water Management Institute.
