The Air Transport Users Council, an industry rights group, says that while airlines mishandle tens of millions of pieces of luggage annually, they do not adequately compensate passengers for those bags. James Fremantle of the AUC says that the rules do not need to change but that the airlines' interpretation of the rules does need to change. The top transport official at the European Union said he plans to look into the matter.
