A California law will require contractors to retire or retrofit off-road diesel vehicles to comply with emission standards by next year. Associated General Contractors of America General Counsel Mike Kennedy said the law will create a glut of used equipment that will be sold in other states or countries. Complying with the rules could cost the industry $13 billion, according to AGC. Kennedy said the economic downturn has already significantly reduced the industry's carbon emissions.
