Fannie Mae and Freddie Mac may never return to being completely private companies, according to some lawmakers and company executives. The prospect is raising questions about the government's possible plans to nationalize banks, as such takeovers can affect decision making and hamper efforts to return a company to private ownership. "Once government gets a new tool, it's virtually impossible to take it away. And Fannie and Freddie are now tools of the government," said Rep. Scott Garrett, R-N.J.
