French ISP Iliad said Thursday that it would require $1.36 billion to build and operate the country's fourth mobile network, adding that the $411 million in free cash flow it expects to earn this year -- more than 40% better than a year ago -- will support construction of a fiber-optic network. Iliad, which hopes to receive its license in the fourth quarter, is the only company to have expressed interest in buying the wireless spectrum from the French government.
