Developers unveiled plans this week for a 617-acre upscale airpark community in Jefferson County, Tenn., which would feature a 5,000-foot runway, hangars for more than 150 small planes, a restaurant and other amenities. The Jefferson County Commission placed a moratorium on airstrip construction earlier this year in response to the group's controversial plans to build at another site, but the developers say they are confident that the moratorium won't be a major impediment.
