The Seasteading Institute plans to build a floating city off the coast of San Francisco, and a prototype could be completed in three years. The city would be constructed from modular components and operate under its own government. Patri Friedman of the Seasteading Institute said the seastead's construction is loosely based on oil rigs but have different specs to allow for open space, sunlight and buildings that can be rearranged.
