Rep. Henry Waxman, D-Calif., hopes to quickly move a cap-and-trade bill through the House. The draft legislation leaves some details intentionally vague to allow for greater committee input. The measure, co-authored with Rep. Edward Markey, D-Mass., is similar to last year's unsuccessful Lieberman-Warner bill and would essentially impose a fuel tax on airlines -- a tax that would be in violation of international law, according to the airline industry. But some analysts say such a move may be inevitable, and an official with the Air Transport Association seems to agree. "It appears that Congress and the [Obama] Administration are looking to adopt such a measure, and in that case, we want to work with them to productively shape the measure," says ATA's VP for environmental affairs.
