British Columbia has become a leader in using public-private partnerships to build transportation projects where the government and a private sector consortium invest in the project. The consortium develops, builds, maintains and operates the asset or structure for a period of time. British Columbia used the PPP format to complete Canada Line, a $2 billion light transit system. However, critics say the costs of construction are higher for the partnership projects than for those built only by the government.
