California adopted on Thursday landmark legislation that limits carbon emissions from automotive fuels. Transportation accounts for 40% of the greenhouse-gas emissions in the state, which is the top automobile market in the U.S. Gov. Arnold Schwarzenegger said the rule will "expand consumer choice and encourage the private investment we need to transform our energy infrastructure." Critics, including some in the ethanol industry, say the bill is biased against biofuels.
