Concrete is becoming more popular for road-surfacing projects as higher oil prices push up the cost of asphalt. The Ohio Department of Transportation recently decided to request bids from both concrete and asphalt contractors for a four-mile road rebuilding project, and found that the concrete bid was lower than asphalt, and bids came in about $10 million -- or about -- 10% less than officials expected.
