In the fourth quarter of last year, 4.2% -- a record -- of consumer loans were delinquent, and an additional 4% were in default, written off by lenders, according to the Federal Reserve. Consumers are increasingly having difficulty paying their bills, meaning "the wheels have come off the economy," said James Chessen, chief economist of the American Bankers Association.
