The FAA wants Congress to upgrade the 60-year-old air traffic control system, and to demonstrate how much times have changed, it has put the request into a six-minute video. The agency contends that a system that depends on GPS-type technology will give planes more flexibility in flight paths, eliminating much of the delay and congestion present in today's radar-based system. Some in the industry have estimated that the NextGen system would cost $20 billion to deploy.
