In Massachusetts and other areas, officials are not sure how they feel about using project labor agreements on stimulus projects. The deals would mandate that contractors negotiate with union officials and honor union wages and rules. "PLAs undermine local bargaining agreements that have already been negotiated between unions and contractors and leave them to work under an agreement they didn't help write," said Stephen Sandherr, CEO of AGC. Some union officials disagree.
