Lawmakers in Westchester County, N.Y., have banned phosphorous fertilizers to improve the region's water supply. The ban, which takes effect in 2011, prohibits the application of phosphorous fertilizer from Dec. 1 to April 1. The ban also prohibits the application of phosphorous fertilizer anytime within 20 feet of a body of water but does not include new lawns, vegetable gardens or agricultural uses.
