New Orleans homeowners have filed a civil suit against the Army Corps of Engineers over the construction of the Mississippi River Gulf Outlet. The lawsuit alleges the 76-mile channel constructed in 1968 was poorly designed and exacerbated the flood damage from Hurricane Katrina in 2005. A federal judge ruled in January that the Corps was immune from lawsuits over levee failures from Hurricane Katrina, but this lawsuit focuses on the navigation channel -- also called a "hurricane highway" by some.
