The push to offer more free prekindergarten classes nationwide has slowed as states cope with the recession. Some states already have said they plan to make cuts to prekindergarten offerings. The cuts come after a $2.2 billion increase in prekindergarten spending from 2002 to 2008, which allowed enrollment in those programs to rise from 700,000 to 1.1 million in that same amount of time.
