President Barack Obama said Monday that he wants 3% of the nation's gross domestic product to be spent on scientific research and development, a higher percentage than ever before. Likening the spirit of his R&D commitment -- which reflects private sector spending as well as tax funding -- to that which launched the space program in the 1950s, Obama said much of the focus will be on making renewable energy profitable. The newly created Advanced Research Projects Agency for Energy, modeled after the Defense Advanced Research Projects Agency, will be charged with conducting "high-risk, high-reward research," he said.
