The federal income-tax rate remains near a historic low, according to Congressional Budget Office data, even as U.S. President Barack Obama and protesters at Tax Day rallies called for bigger middle-class tax cuts. The average family paid 9% of income to the federal government in 2006, the last year for which data were available. The report raised concerns that the government will eventually be forced to raise middle-class taxes to pay for recent programs to revive the economy.
