More than 90% of students receiving alternative diplomas in New York City special-education programs are black or Hispanic, according to a report from a New York City advocacy group. Boys from those groups also are more likely to be placed in classrooms that are not mainstreamed; in these types of classrooms, the graduation rate is less than 5%, compared with about 20% for all New York City children with disabilities, the report says.
