Trainees are expected to account for more than 40% of the staff of the Southern California Terminal Radar Approach Control Facility, the nation's busiest, later this year, according to a U.S. Transportation Department inspector general's report. The FAA plans to add another 34 trainees to the 76 currently working at the facility to offset anticipated retirements. Nationally, trainees make up about 27% of radar facility controllers.
