If history repeats itself, the federal government will not reach small-business contracting goals when it distributes the $787 billion in economic-stimulus funds, says Rep. Glenn Nye, D-Va., chairman of the House Small Business Subcommittee on Contracting and Technology. To meet a goal of committing 75% of the funds by August 2010, federal agencies may hire bigger companies. Still, some small-business owners, such as Geoff Chapin of green remodeler Next Step Living, are staffing up in anticipation of stimulus-related projects.
