With the proposed Waxman-Markey bill calling for limits on CO2 emissions, reductions in greenhouse gas emissions and the establishment of a cap-and-trade program, as well as new EPA regulations and a carbon tax that would increase fuel costs by an estimated 15%, the ATA is concerned that the airline industry will face billions in extra expenses.
