U.S. Secretary of Education Arne Duncan promises federal support for Detroit Public Schools and has encouraged officials there to learn from cities such as Chicago that have improved their school systems through education reform. "I think Detroit is ground zero" for education in the U.S., Duncan said. "Detroit is New Orleans two years ago without Hurricane Katrina, and I feel a tremendous sense of both urgency and outrage."
