Philadelphia's City Council is considering a measure that would charge shoppers 25 cents for each plastic bag they take from stores. Under the measure, businesses with more than $1 million in annual sales would turn 75% of the fees over to the city, while smaller stores would keep 100%. Meanwhile, the American Chemistry Council is working with plastic-bag makers to increase bags' recycled content; ACC President Cal Dooley said the effort could conserve enough natural gas annually to heat 200,000 homes.
